The Russian authorities threw the oil world into turmoil in late September when the Federal Service for the Supervision of Natural Resources said environmental recommendations relating to Shell-led Sakhalin-2 project had been “unfulfilled”.

Natural resources minister Yuri Trutnev said: “We are convinced that the company must correct the ecological damage. If that does not happen, we will unfortunately not be able to allow the project to continue.”

Trutnev’s ministry revoked a vital environmental permit, and ordered a new round of environmental inspections of the project.
